一、Step by step Guidance

📌 Step 2 – Choose the appropriate Portuguese Residence Visa

For many STP CBI clients, there are two main options to consider:

Option A – D7 Residence Visa: Living from Individual Revenues

The D7 route may be suitable where the applicant intends to live in Portugal using their existing stable personal income, rather than establishing or actively operating a business in Portugal.

This may include income derived from:

• rental property;
• dividends or profit distributions;
• investments or financial assets;
• intellectual property;
• pension income; or
• other stable and regular personal income.

For example, if you own a company in the UAE but mainly receive dividends or profit distributions from the company and can support yourself from that income while living in Portugal, the D7 route may be appropriate.

The D7 checklist specifically refers to applicants living from individual revenues and asks for evidence showing the amount of income available weekly, monthly or annually from investments, financial assets, movable or immovable property, together with the most recent tax return.

Option B – D2 Residence Visa: Entrepreneur or Independent Professional

The D2 route may be more suitable where the applicant intends to carry out business, entrepreneurial or independent professional activity in Portugal.

This may apply where the applicant intends to:

• establish or operate a business in Portugal;
• make a business investment in Portugal;
• work as a self-employed professional;
• provide independent professional services; or
• actively develop an entrepreneurial project in Portugal.

📌 Step 3 – Submit the Portuguese Residence Visa Application

The application should normally be submitted through the Portuguese consular authorities or authorised visa centre responsible for the applicant’s country of legal residence.

📌 Step 4 – Prepare the Visa Documents

The exact documents depend on whether D7 or D2 is selected, but the application will normally include general documents such as:

• valid STP passport;
• Portuguese national visa application form;
• passport photographs;
• evidence of lawful residence in the UAE;
• criminal record certificate(s);
• evidence of accommodation in Portugal;
• personal statement explaining the purpose and conditions of the intended residence;
• civil-status documents where relevant; and
• any documents required to establish the specific visa category.

📌 Step 5 – Obtain the Portuguese Residence Visa

If the application is approved, the applicant receives the Portuguese residence visa.

The residence visa is used to enter Portugal and complete the residence-permit process. It is not itself the final Portuguese residence card.

📌 Step 6 – Travel to Portugal and Attend AIMA

After entering Portugal, the applicant attends an appointment with AIMA – Agência para a Integração, Migrações e Asilo.

The AIMA appointment may be arranged when the visa is issued. If an appointment is not shown on the visa, the applicant can contact AIMA and provide the passport and consular visa details.

At the AIMA stage, the applicant will need to provide documents including:

• valid passport;
• application for the CPLP Residence Permit;
• authorisation for consultation of the Portuguese criminal record;
• criminal record certificate from the country of nationality or a country where the applicant has lived for more than one year; and
• evidence of stable and regular means of subsistence.

📌 Step 8 – Receive the Portuguese CPLP Residence Card

Once the application is approved, the applicant receives an Autorização de Residência CPLP.

The residence permit is now issued in the same uniform EU residence-card format used for other Portuguese temporary residence permits, and the initial CPLP residence permit is valid for two years.

二、Permanent Residence and requirement

STP Passport → D7/D2 → 2-Year CPLP Residence → Renewal → 5 Years Temporary Residence → Permanent Residence

The initial CPLP residence permit is valid for two years.

• Before it expires, you can apply for renewal as long as you continue to meet the residence requirements, including sufficient financial resources and accommodation in Portugal.
• After holding temporary residence in Portugal for at least five years, you may apply for Permanent Residence.
• For Permanent Residence, you will need to show sufficient financial resources, accommodation, compliance with tax and Social Security obligations and basic Portuguese language ability, normally A2 level.
• You must also meet the relevant criminal-record requirements.
• Portuguese Permanent Residence itself has no limit of validity, although the physical residence card is renewed every five years.
